If you're concerned with the moisturizer under your eyes, maybe make sure to dust a layer of powder around the "raccoon" area so it'll make it less oily around there.

I have EXTREMELY oily lids, and every. single. mascara. smudges on me. Except for SANA Extra Large Mascara (it's a Japanese brand, I don't know how available it is in Canada). I have to buy it in Hong Kong. It never, ever, ever smudges on me, unless I use a very old tube of it. Generally though, most Japanese eye products are verrrrry smudgeproof.

You spoke of Clinique mascara...have you tried the new Lash Power ones? There's a regular Lash Power and now a curling formula. It forms "tubes" around your lashes and can be removed only with warm water. Perhaps that would work for you.

But I mean, if you don't want a waterproof mascara, and yet you don't want your mascara to run...I don't know what to tell you. Maybe use a lash primer underneath that conditions your lashes and makes the waterproof mascara less harsh on them?
