Curls?

I have always wanted like ubercurly hair. (Yeah yeah that whole the straight haired girls want curls and the curly haired girls want straight hehe...) I kinda have curly hair....but its weird. Half of it is curly. And I dont mean like it grows out into a nice wave/curl at the bottoms or whatever. Like if I dont put product in my hair and I dont comb it while drying then the bottom half (the stuff thats left down if up go straight across my head from my ears) goes into ringlets while the top stuff stays straight or has a bit of wave.

Anyways...
2 questions:
1) is there any way to coax curls into the top half (I have tried most products and they just seem to weigh down the hair that is curly already making me have wavy-straight hair)
and
2) is there any haircut I should get or length of hair I should have if I were to go get a perm....or if I just wanted to put my hair it curlers every once in a while? I have tried to curl my hair but I think I have a non-curl friendly haircut because it comes out odd...
