I agree with Woodwinked e/s, applied wet. Or maybe Tan pigment applied wet? I've never used it wet before though so I'm not sure how it would look. Definitely something applied wet though to give it that foiled look!

It does look like powerhouse - if it is, I want to know where she gets it from now it's been discontinued! I loved that lipstick
