The crux of the matter, as explained/pointed out in the links below, is that while L'Oreal don't test their finished products on animals, they say nothing about testing the ingredients and/or ingredient mixes on animals i.e. since they're not saying "we don't test our ingredients or finished products on animals" (like many BUAV/Leaping Bunny-approved companies), then it's fairly obvious that *something* is tested on animals somewhere, whether it's by in-house laboratories, or contracted companies (which, BTW, is another way companies get around saying "we don't test on animals" - they don't, but they pay someone else to do it for them!
