White dots on brand new eyeliner pencil?

I didn't know where to put this, so please move it if this is not a good place.

Have a brand new Undercurrent eyeliner pencil from To The Beach that has white dots on it.

Wondering if you ladies have any suggestions or can tell me what to do. I have received pencils like this from MAC a couple of times before, wiped them down with alcohol, sharpened them and used them without incident. I'm concerned because I swapped this one away to someone and she is concerned about whether or not she can use it. Suggestions? Thanks!

I've gotten eyeliners with that before myself. As far as I know, that's just the wax in the eyeliner. While it looked weird to me, it didn't bother my eyes when I used it, and the white dots didn't appear after I wiped them off. This is probably the eyeliner equivalent of a "sweaty" lipstick.
