Annoying hair...

My hair is long, soft, and healthy but I have a lot of very short hairs that are unruly and won't be tamed by product. I never straighten my hair because when I do I just have a bunch of frizz. I used to pull out hairs that were split so is this just those hairs growing back? Anyone else have this isssue?

Are they kind of like "baby hairs"? I have a hard time with those, and they unfortunetly take color too well.... anyway I try to let them grow out, until they grow I cover them with my bangs.
