A purple base really brings out the purple tones, I use NYX pencil in Purple and also MUFE ac color in 18 (a light lavender) and with a fluffy brush, apply the purple shade as a wash over the lid. I've found that a black or blue base seems to dull the color a bit. It's a tricky duo to work with.

I use them on MAC Artifact p/p and it works great. Or you can always use Nars shadows wet to get more payoff

I want this duo so bad just for the black, sparkly colour!
They're both incredible. This was my first NARS e/s purchase.

As far as getting the purple colour to pop more, a purple base is a great idea, or using the shadow with a dampened brush. One thing I've found using them together is that the pigmentation on the charcoal-black side is ssssooooooooooo intense that it can easily overwhelm the purple. So if you're using them together and want the purple to show more, I suggest going very sparingly on the charcoal colour at first.
