I dont think white frost looks like it at all IMHO.
Its a pure sparkly frost to it whereas sugarwhite is more of a matte white with sparkle...
So if you can find a matte white with a bit of shimmer in it.
Sorry I dont know what comes close to it, but I think if youre looking for a similar look that frost is not what you want. It is gorgeous but it is a frost pigment.
Alternatively what you could do is get white matte pigment and mix a bit of frost with it...That might acheive the look youre going for.
