I don't think it's bad. But, you're going to have to keep waxing/plucking that area though.

Not if it'll help shape the brow better. I don't wax mines, I tweeze instead and have noticed a huge difference in how more precise and neatly shaped my brows look when I tweeze some of the top hairs off. Just be careful though!
