Hair stick to my face when I wear makeup?

Not sure if this is the right place to ask this. So, not matter what type of foundation I use, my hair sticks to my face. Like, my face just becomes sticky. Even when I touch it, I can feel the stickiness. It's not really really bad, but still. What can I do?

add powder to mattify the face or us a non-sticky finishing spray?
