Halloween Flapper Girl Makeup help!

I was hoping I could get some help with a couple things!
I decided to be a flapper girl for Halloween and I'm going to be rocking the red lips, I really want MAC's Russian Red but can anyone recommend something a little cheaper? It just seems silly buying this lipctick when I know I'll only wear it once.

And since I've never worn red lipstick before I don't know what kind of eyeshadow to do! Should I just do eyeliner? Or is it okay to do a smokey look since it is Halloween??
