you can use large-ish rollers to get that set. i wouldn't go too big, but steer clear of the really small ones.
otherwise, using a large-barrelled curling iron or doing waves using a straightener should work.

I would use a curling iron or hot rollers.
Try a larger barel iron like mentioned above but not TOO big. I would wrap the hair around the iron instead of clamping it and then when you're all done shake your head out a bit. I do my hair like that sometimes and thats pretty much it !
