I love Yves Saint Laurent Touche Eclat for concealor under the eyes. It conceals with a touch of brightener, so your circles just disappear. It's a tad expensive but totally worth it and a little goes a long way. I asked around here and Sephora supposedly has a great dupe of Touche Eclat for a lot less.

If you can't seem to find a concealer that's "strong" enough to cover the spots and darkness, you could try a concealer in a few different colours. I know a few companies that make the wheels of concealer (Lise Watier has one, but I'm not sure if that's just a Canadian thing) that have the different colour all in the same container. This page explains which colour to use where:
