Maybe I'm dumb but it doesn't say (from what I've read) how the actual process of swapping works. Like do we both just ship it out? I know how to get into the clearance bin and the rules

Oh, sorry, I misunderstood your question. Yes, you both just ship it out and hope that the other person shipped out your package (at least that is how my swaps have worked). There is a level of trust in a swap, but that is part of the process. Swapping with someone you don't really talk to or know can be risky.
