Two questions - I need your expert advice!! :)

First of all, can someone recommend a good DRUGSTORE eyeliner that will actually stay on the waterline? Everything I use just melts away in minutes.

Second of all, can anyone give me a step-by-step how-to for this makeup look? Products recommendations would be nice, but drugstore ones.

Revlon eyeliners are pretty good!

I think it's a simple smokey eye with black e/s and liner. If you are very pale or want to go for a softer look, use dark browns.

Rimmel Exaggerate Full Colour Definer in Noir
The key to getting the liner to stay on is making sure you have a base underneath the liner (I like Prime + Prep). Then, going over the liner with an eyeshadow the same color. What this does is help set the eyeliner so it doesn't go anywhere. hth

I know that it doesn't say anything about being long wearing like Revlon or other brands but I find that it to be more so. Anyways, whatever brand you choose to buy you can try following the steps above.
