I'm pretty sure PM pigment is noted on the little safety paper thingy included in the pigment box as not eye-safe, and that's likely due to the amount of red pigment in it. Red pigment causes eye irritation for a lot of people.
I've personally never had a problem with irritation. I just make sure to use good bases, and stay away from using red-based pigments near my waterline.
