How do you put these on top of eyeshdaow? Just put them on dry? Or do you need to wet the brush first? Or do you put them on top of tacky surfaces only?

You would have to put them on top of a tacky surface. You could use a eyeliner mixing medium to make eyeliner. You could use the paint pot, and apply on top of the paint pot.
