I did this quickly to hand out candy to trick-or-treaters and to carve pumpkins.

My hair line turned pink.

I used Rebel matte red e/s
L'Oreal HIP pigment (sparkly white gold, I forget its name)
random goldy glitter

Wet 'n Wild waterproof liquid liner
Urban Decay Baked glitter liner
MAC Lilacky powerpoint liner
random other glitters and glitter liners
and cheap teal feathered falsies

I've never really done tutorials.
The red look was just freehanded with matte red e/s blended out with pale, shimmery e/s and glitter, and quickly patted on over fishnets by the hairline. You can tape off the shape of the mask for a more precise edge, and contour and highlight the fishnet pattern to make it pop out more. I didn't because I didn't want to miss trick-or-treaters!

The rule of thumb for the second look is just that when you think you have enough eyeliner, you don't, so add more.

Then I just use lighter colored liners and glitter on random lines.
