How can I use a black liner at the lower lash line to create a sultry look without making a mess??Will it look good on small eyes?

Use a black pencil. Like Revlon/Loreal's kohl or pencil. That's the easiest way to learn, make very small lines, it is hard at first but go slow.

I have small eyes and this is an issue for me as well when applying eyeliner to my lower lashline. What I do is dab a pencil, or kohl, liner along my lashline then use a sponge-tipped smudger (I got mine from Wal-Mart) dipped into a dark eyeshadow such as Carbon and smudge this over the pencil on my lashline to create a nice soft line across my bottom lashline. This creates a soft, somewhat smokey look and the eyeshadow applied over the eyeliner helps hold it in place without smearing/running or even fading all day long.
