Hi,

I just moved to Berkeley about a month ago and the kind of places you are looking for seem to be in the Telegraph area from what I have seen. There is a BART station at University and Shattuck. I think it's the Downtown Berkeley BART. HTH!

Not sure about the hair color but like macgirl3121 said there are a ton of places on Telegraph near the UC Berkeley campus. I have heard that Zebra does a good job (for both tattoos and alternative piercings), although they may be a bit overpriced and somewhat snooty depending on who you get.
