Best eyeliner for waterline?

I've been searching for years for a (preferably drugstore brand) eyeliner for my waterline that goes on very black and stays for the day (or at least until lunchtime touch-up time). Everything I tried either fades within the hour or goes on really sheer.

GOSH Velvet Touch eye liner in Black Ink. It's waterproof too.

it's not drugstore but Benefit's BadGal Waterproof black liner is my hg. it stays on forever and never runs or smudges!
