Christmas Birthday, whole look recomondation!

So on Christmas I am turning 18.. Im shopping for make up and all of my stuff already because it makes my birthdays seem less sucky.
I really want to go for the snow bunny lighter colors look. Im a nw 15-20.
I have dark brown hair and blue/green eyes. I might highlight my hair to almost full blonde but I'm not sure. I want a look that will work for 2 coctail parties and 4 christmas dinner events as well as a christmas stoll night thing. SO basically just I'm rambling for new ideas of something new and fun. General color's I'll wear are black and green and white probably.
My budget is 400 so I have lots of wiggle room!

I kind of want to get studio tech ( I use studio fix fluid) But I'm also unsure on that coloring wise and all of that.

UD Asphexia in crease and outer "V" of the eye

and A cherry lipgloss
with some light glitter on your eyes
