If I had to choose my favorite and one that I would recommend, I would definitely say Bobbi Brown's Long-Wear Gel liner in "Cobalt Ink". Although this is more of a darker blue, it's still relatively bright and can cross over into a royal blue shade. I actually own Tarte's EmphasEYES Clay Shadow liner in "Indigo" which is a very intense, yet darker royal blue. It is long-lasting, yet color building. It goes on relatively sheer, however; it is pigmented, so you can build color.
RETRACTABLE/PENCIL
I absolutely love Yves Saint Laurent Automatic Eyeliner in "3 Easy Blue" which is a deep, yet bright blue. I have managed to garner an interest in Sephora's Retractable Waterproof eyeliner in "04 Blue" which is a bright royal blue shimmer. NYX Slim Pencil in "Stain Blue" is a great royal blue eyeliner.
LIQUID
Urban Decay's liquid liner in "Radium" is a metallic royal blue shade. Stila's All Day Waterproof liquid liner in "Indigo" is a very intense peacock blue. I love the applicator, because it's easy, but also love the shade and the product. One of my favorites is definitely Tokidoki's Perfetto eyeliner in "Ciao Ciao".
