Dark Blonde eyebrow powder?

I have a dark blonde eyebrow (some people call it dishwater blonde) and I can't seem to find a powder that works. I do have a pencil that is a good color but I hear that powders look more natural. My problem is that the powders I've used in the past were too dark. Does anyone have a suggestion, preferably a less expensive suggestion (like drugstore)? Thanks!

Not drugstore, and possibly not easy to find anymore, but MAC Seedling e/s would be worth checking out. I also like Laura Mercier's Brow Powder Duo in Soft Blonde. Her brow powders, though pricey, are nice because you can create a custom blend of the 2 shades.
