eyebrow havoc

i get tons of ingrown hairs around my eyebrows, always!! even when i used to get them waxed a lot, it was worse! now i pluck. I try everything but i still get them. i exfoliate them and moisturize and i just can't win. they look like zits and they get dried out and its basically a pain. I posted a pic for evidence. HELP!

any advice at all would be appreciated! TIA!
