How does MAC decide the finish of a product? For example, what makes russian red a matte lipstick as oppsed to an amp. cream? is the forumila completely different?

Yes some of the ingredients are different...The matte formula has added ingredients that allow the finished product to have no shine etc...They share many of the same ingredients but also have several different ones for the end effect of that particular finish. I hope I am explaining it where you understand.
