The only thing I find that helps is using a good primer - I use LORAC aquaprime primer after lotion and before makeup - it never breaks me out (as it is silicon free, unlike most primers) and it helps with smooth makeup application, as well as controlling oil

Becca Mattifying Primer is great.
You also have to make sure that you're moisturizer isn't too oily.
