Help with Pigments

I need to know how to apply pigments as an eyeshadow so the colors are bold. I am NW45 and I used paints as a base.

wet the brush you use to apply them with is the easiest way to make colors bolder

I like to use a shadestick as a base, because it's more sticky, the color gets bolder!
