They are CONSIDERED A BASE. Just like UDPP is considered a base as well, not just a primer alone. Some people rely on the UDPP alone to bring out the color pigmentation and the lasting effects. Or vice versa, like myself, I don't own a UDPP, I just use a p/p and it works fine as a primer and base. Not everyone uses both.

actually, paint pots are cream to powder shadows meant to be worn alone, or layered with powder shadows. they also WORK as a base (or primer-its the same thing, just with different names). as with all skin, some people's skin will still cause creasage if they're oily. bases (primers) help PREVENT creasing and fading when compared to doing makeup without them. they do not STOP creasing and fading. they're meant for the waterline to create a bright eye effect (rather than using fascinating which can be too harsh). they can also be used to conceal blemishes, outline the lip (NOT on the lip. none of them are lip safe) to prevent bleeding of lip colour, or in the inner corner of the eye to brighten as well.
