They are usually highly pigmented and have great payoff.
Here is a description of beauty powders from yahoo answers which is pretty spot on:
Beauty powder can be used all over the face to give color to your face like a natural warm color. It can be applied like any other pressed powder or it can be used to highlight depending mostly on the color you pick. While blush is used on the apples of your cheeks to give more color to your cheeks.
