what color paint pots should i use under neutral eyeshadows?

I think Bare Study is quite lovely. It has a nice shimmer to it as well, to bring out a little sparkle. Rubenesque will also help you achieve a similar look, but it's a little bit more pigmented. If you're looking for something matte, try Painterly.

What's your end goal? (Are you using the paint pots as a base to prevent creasing, up the intensity of the colour, just to keep your shadows on or all of the above?)

While I like the paint pots, I find UDPP prevents creasing a lot more effectively than they do. You might also like shadesticks. (It kind of varies depending on what you're trying to achieve at a particular time.)
