I repressed my carbon with a bit of Fix+, so that might work for prussian as well.
Otherwise I would suggest just repressing it dry, with an extreme amount of weight put on it.
I do think that using alcohol with matte shadows would make the top a bit hard, but I'm not 100% sure.

yes why not just cruble it into a sample jar and use it as a loose powder? i know it sucks that you can't put it in a palette or whatever but i also think that using alcohol to repress a matte is a bad idea

You can repress mattes with MAC Face & Body mixing medium. Dont bother with alcohol or water based mediums - they wont work! Otherwise if you dont have the F&B mixing medium you can just use it loose
