Hmm, the only one that comes to my mind is Sci-Fi-Delity from Neo-Scifi with a gloss and a darker lipliner. hth.

I've been looking for something like this exact colour too!
Illamasqua have a pretty good range - Howl looks kind of close, but not close enough ;/

I get a similar effect using a blue-based red (something like Russian Red, Ruby Woo, VGI or possibly Dubonnet in the MAC range) over a dark burgundy lip pencil, applied over the entire lip.

I think you could get this look from Currant l/l and Darkside l/s...I would go with Currant with Queen's Sin as well..But if you don't have QS ..it is almost impossible to get

Wow that is gorgeous!!!!! I agree with Fresh Moroccan, howeer, you may need to add something darker to line and blend inwards. Something like Raven eyeliner... would need to use a very light hand and blend in, but I think it would give that effect.
