Smashbox Photo Finish under powder foundation

I just wanted to know, can Smashbox Photo Finish Primer be worn under powder foundation? Does it give the same effect as being worn under liquid?
It's probably a really stupid question, but there's always the chance that it's meant to be used under liquid foundation.

Yes. I use it une my Studio Fix Powder foundation all the time.
