So I saw the makeup for Gucci runway this season, and really love it, so I tried my own version. Sry the face makeup melted off, it's so hot here right now! Ruined my hair too

maybe you should darken the eyeliner a little bit more to get the effect.

I got this level of blue with my trusty paint pot -- Otherworldy -- but that is disc. On top of this I would use Electric Eel and lots of black liner, extended out in wings and on lower lids and waterline.
