udpp on waterline?

is it safe to use updd on the waterline? i was reading a review for guerlain's loose eye kohl somewhere and the person said she used udpp as a base before applying the eyeliner. lmk

I wouldn't like to risk putting UDPP on the waterline. Did she not just mean using it on the eyelids when she's lining above the upper lash line or below the lower lash line, and not actually when tightlining the waterline?

nope, she said that she directly applied it to the waterline when applying eyeliner to the inner rims. thanks for your input
