Using White Eyeliner as a Base

hiya, iv noticed some people use white eyeliner or white pencil under brighter eyeshadows to make them pop. would i need to use udpp aswell as white pencil as base?

It depends. If you're looking for your high light to pop more, then use the white base on your hl area only. But if you want your whole lid and eye area to pop, but both UDPP and white base all over.

I use the white chromaline and use no base....When I have used the pencil I did however use UDPP

When I use a pencil, I use UDPP because I still need a base above where I put the eyeliner like the crease and under the brow.

i agree about the highlight area. i just use white pencil or shadow there and it works perfect.
