what eyeliner?

been out the make up game for a while now.. just don't have the time! (shameful i know but im trying again!)
anyway i found this pic and notice under her eyes she has a faint line of shadow
or is it?
want to try it out myself but don't know if eyeshadow would be the best option for going into creases soo any suggestions would be appreciated

looks like she has black liner on her waterline and a dark purple/black smudged under the eye. Just use a thin or pencil like brush to do this.
