i can't really give you a recommendation on a place that does it good and for cheap. i went to a few cheap places here in San Francisco and they did an okay job but i wasn't really satisfied with the results.
i can give you a place that does a really good job but the cost is between 18-30. its a place called Eyebrows to Die For and its in San Francisco on Van Ness Ave. you can go to their website at www.eyebrowstodiefor.com and they have before and after pictures.
