I admit it. As much as I love high-end lines for the variety and the presentation, I am drugstore-trained and can't imagine giving up my favorites.
Annabelle (canadian): eyeshadows - not a huge selection, but so cheap and totally worth splurging on the LEs when you need a jolt of something trendy but don't want to fork over the big bucks. And eyeliners! Loads!
Jane: eyeshadows, lipstick and blush - great basic selection there, don't let the teen image fool you.
Rimmel: eyeshadows, liners and lipstick - absolutely the best value for the money, I love the e/s trios.
Maybelline: mascara. Inexpensive and smooth-wearing, nice enough package - why pay for anything more? lipsticks are nice enough as well.
Revlon: blush - great color selection, and now they have options for both powder and cream that are so smooth and lovely.
L'Oreal: those juicysticks. Glossy and pigmented, and smell sweet.
Quo (canadian): somewhat higher-end, Shoppers Drug Mart official "makeup artist" line. My favorite, now DC, foundation, but great selection for powders, concealers and most especially eyeshadows. They frequently have specials, so if you wait for those it's definately worth the money. Also, best brushes I've found in a drugstore ever, comparable to MAC and cheaper to boot.
