I always apply them dry if i'm applying them over a base. When I use brighter/bolder colors, I usually do use a base. For this look I used Too Faced First Base. It's a shimmery whitish color and makes the e/s more bold and shimmery. I'm also a huge fan of MAC Pearl CCB.

I love Neutrogena's lipglosses. I have Groove and I love it! Glam is very nice too, it's a sheer pinky coral. So pretty...just like your m/u!!
