Usually in the wee hours of the morning but since they are starting their Anniversary sale for cardholders on the same day that may not be true this time. They shut down their site with a countdown clock the night before the sale goes live. Not sure when the non-Anniversary sale stuff (like GV) will be added.  I would check in about 12 PM pacific time and see what the countdown clock says, but expect things to be a little different this time around.

But what about the Nordstrom App, do they put the countdown clock on that too?

I don't know how department store stock works im Canada, buy I know in the US sometimes even if one location has a lot,, other stores order things online for their customers and/or online orders can overwhelm a single locations supply. I've just had it happen to me before and thought I'd give you a jist-in-case heads up.
